. the women come from all over the city. we enjoy the program and we are getting people out to have fun in this beautiful city. >> rec and parks womens' volleyball program is available at richmond rec center. please visit us onli >> okay, good morning. thank you all for coming out today. we're very happy to be here. my name is ed rifkin, i'm the other ed, director of transportation. and as the transportation director, i oversee the sfmta which is the agency that is charged with implementing the city's transit first policy. and what our goal, what the city's goal and the transit first policy is is to make sure that everybody can get around san francisco, that everyone can get to where they need to go. it is an important part of making the economy of san francisco work, to making the quality of life good and better. but it's not just get around san francisco any old way. this is san francisco, and we have values that we bring to our transportation system. we want people to get around in a way that steps lightly on the environment. we want people to get around in ways that are enjoyable.

started these street sweeping campaigns in the city. she started with kids. they had an exhibition at city hall. city officials heard about her efforts and they invited her to this facility. we thought it would coincide with our efforts to get folks to recycle, it is a great educational tool. since then, we have had 95 professional artists come through. >> how has the program changed over the years? how has the program -- what can the public has an artist engage with? >> for the most part, we worked with metal and wood, what you would expect from a program like ours. over the years, we tried to include artists and all types of mediums. conceptual artists, at installation, photographers, videographers. >> that has really expanded the program out. it is becoming so dynamic right now with your vision of interesting artists in gauging here. why would an artist when to come here? >> mainly, access to the materials. we also give them a lot of support. when they start, it is an empty studio. they go out to the public area and -- we call it the big store. they go out shopping, take the materials t

[applause] >> thank you. welcome to sunny dale, our hope sf site, our public housing site, a place we know that people not only want to survive but be part of the great city of san francisco so we are investing in people here. some months ago the police chief and me and others announced our effort to make public safety more important in the city and interrupt the violence, interrupt the patterns that we see with horrible months this year and what they're doing in terms of retaliation and violence among themselves. allow the police department to use the technology that they have and do police predictable policing and getting them the tools and the support from the rest of the city that they can do better predictive policing when it comes to crime patterns in the city and what is going on, but the most important part and you will hear this from the chief, from deanna and myself is the community organizing. that the strength of an

: philadelphia was the first american city to develop a water system and to take on as a municipal responsibility water delivery to all of its citizens. when william penn laid out the city, he actually chose a spot of land that had a lot of groundwater. however, by 1730, 30,000 people lived within the first seven blocks of philadelphia, next to the delaware river. well, 30,000 people caused filth in the city and polluted their water sources. the groundwater was not potable. and in one year, 1/6 of the population died of yellow fever. now, they didn't know at the time that yellow fever was carried by mosquitoes. but the health issue was major in that first movement to build a water system. narrator: so they set out to find the cleanest source of water. although the majority of philadelphia's water now comes from the delaware river, early engineers found that development along the waterfront was causing pollution. so their search led them to the nearby schuylkill river. philadelphia developed technologies to pump water from the river into the city. these technologies established engineering concept

with any of the parks here in the city are, this app is a perfect accessory. so we're basically zooming in on the map right now. you can see the clustering 2 12 parks. as you get closer in, it lets you know where you're at. i'll zoom in on a park. you can see many different parks here. if you go to dolores, we'll start to see all of the facilities that they have available. looks like there's a tennis court, a dog play area, some children's park play areas. and if you actually go into one of the children's play area maybe, you can see some details about it. any news about each of the parks is going to be referenced here through a feed. ability to donate to the rec and park. let's say a ballfield, you'd be getting ballfield information. if there's close out based on rain. and you can do some filtering, spot-check the filtering real quick. this is what's near right now. filter, we've got, i don't know, what is it, over 10 categories, maybe closer to 20. and basically anything you're looking for, you can turn on right here. for me, i'm a dog owner. maybe i want to take the kids as well. and
everybody that we emphasize pedestrian use, more walking in the city, but also the safetiness of it by safety areas. with our school districts, obviously working with walk sf and the wonderful leadership in our schools and in our communities, educating everybody and helping us create the very good marketing education campaign that we need to remind everybody to do so. and then our health department, of course. they carry the very serious burden of giving us statistics, of what it is on the collision as well as injury rates and reminding us that a healthier city could be one that we reduce the fatalities that happen with pedestrians. so, this is part of that whole strategy. we will consider areas of the city that we will have to lower the speed limit and enforce it and educate people around it, as well as more serious and higher and deeper ways of educating the public and the drivers as well as pedestrians themselves. this is all part of i think a good strategy, one that i'm very willing to lead and make sure every department and all of the store fronts along here, as well as p

to the bring the city policy to the board of interferes in early 2013 and so as brad said i'll go over the policy and then brad will go over three major projects that we are proposing the use of i f d for. and so the port commission is very well aware in 1969, we got our 54 piers nine react activated and we have an extraordinarily large deferred maintenance problem in the magnitude of $2.2 million and what the port earned as an enterprise is not enough to deal with the assets and the defined problems and so one of our major strategies that the port has initiated in the last decade is to find other source and is so we can be successful leveraging the important assets for the future and so this chart really shows all of the growth of all of these other source that are helping ut to solve our problems and the joe bonds that we just spoke of have been important for park improvementings and i s d which, is in the bright blue is a major proposal to help us build critical flay structure for areas that otherwise, we could not afford. and as a commission m o there is an exhibit a in here in y

. and although it's been successfully implemented in other cities, it will be one of the first such installations in an urban office building. >> here is a city agency that treats wastewater, but they send no wastewater to the treatment facility. that says a lot. >> it's got a 12 gallon per day occupancy using 5,000 gallons per day with a building officing 1,000 people. that turns out to save over 2.7 million gallons a year. >> the public utilities commission runs water, power and sewer services for san francisco. we can't afford to be out of business after an earthquake. so, we're thinking about building a building. that building is going to hold our operations center and our emergency operations center for things like earth quack. that building had to be immediately occupiable. great. but we can do better than that. so, this new technology that we ended up using was a concrete building that straps basically, that goes through the interior of the building and allow the building to turn or twist as part of an earthquake as it corrects itself. >> in the course for the puc building, we've actually

in the city. we new he had to make sure that our students that are growing up in the city are able to access those jobs because they're graduating college-ready. i want to be clear when we talk about a through g i hear the debate not all kids have to go to college and i agree but all of our kids have to graduate ready for college because you graduate ready for college you're able to access living wage jobs and if you don't have math and science classes that are required a through g you're not going to be able to go into apprenticeship for building and trade programs. so this is an important policy for the city. unfortunately with our first two classes the level of cuts that they've been experienced has not allowed our school district to fully support the program that is needed to do that. i think, also, with our city passing really the highest budget that we have seen in our city's history i think it's more important than ever that we really step our support for your families and our kids. that being said i think that there are a lot of conversations in kind of moving targets as we're findin
're not the biggest employers, but they do hire the largest number of employees. over 51% of the city's employees are hired by small businesses. and i want to continue supporting them, nurturing them, have them increase. i hate seeing vacant, vacant buildings, vacant spots. benny knows every time we walk down there, what's going on with this site? what's going on with that site? char men chu knows that as well. we've done a lot of walks together. i want to see every one of these vacancies filled with small bustling business necessarition. we need them to hire more local folks. and one way to do it, one sure way to do it is to make sure that they meet the a-d-a requirements, the federal requirements, the state requirements, our local efforts to make sure that those that have disabilities can also shop and be a participant in our local economy. so, with that, joaquin, thank you for your leadership. we get to launch this wonderful program right here. there are three streets in district 4 that are going to benefit from this. we're going to roll this out to all other 85 neighborhood corridors in the r
in the city was we were not able to pay our vendors and contractors. people were entering data inconsistently. documents were always getting lost. payments were not going out. the numbers do not add up. everything has to flow horizontal and vertical leap. we created several modules to make it easier for contractors to attach the documents in a standardized format. we do not have to go deeper anymore. i don't have a formal education in i.t., however, i have deployed some systems when i was working for the industry, and i brought in young, energetic staff to help. we implemented this. it took three months. people knew when they were going to get paid. i think we have a happy contractor community. >> these system improvements have really it increased service to our clients and reduced costs and really improved the bidding environment for our contractors. it's remarkable what she has done. >> been a public service -- being a public servant is a good thing. i love my job. i would never exchange it for anything else in the world. is extraordinary city with huge students and hosting responsibilities and an international city with a lot of visitors and with mta what is going on each week and do we have overlap with the bluegrass or fleet week or with the giants like we did. how do we marshal the officers and the parking transit? we can do it and it takes heavy lifting and resources and we learned how to make it more sustainable and to get that level up. having the streetcars and the buses ready in a good state of repair so there are not break downs requiring lead time in the events and look at the procurement cycles and get ahead and have a milestone of this cycle buying this many extra vehicles. we are looking at this now and the workshops -- we had one with the community, the one in december are that opportunity to make sure we're on the right track with their experience. a woman today talked about the experience of crowded trains for the games and i found that too and we have the opportunity for more frequency and reliability and how to make that work and build it into the finance mechanism. mta is very much

are your thoughts on the city's economic development? are we on track? supervisor kim: i think economic development is a policy area our city continues to struggle with your read it is so dependent on what the state and federal government does. on the local level, i would love for us to figure out what we can do, because this is the heart of san francisco. as i said before, they provide 70% of the jobs here. most people do not realize that. small businesses are what provides jobs here. they provided locally and the hon not going to go, they are not going to offshore their jobs any time. i think we're in a very difficult city. we have tons of permits, tons of different apartments to go through. i wish there were a way to streamline the process, just to make it easier for them to be here in san francisco. >> what are your thoughts about expanding the tax breaks, giving business to other areas in your district? >> i talked a little bit earlier about raising taxes and raising revenues and fees, and for me, the tax exemption is something i do not philosophically supports. yet, i often repres

the project maybe. it's a gate keeping measure to ensure the city doesn't spend a lot on pre-development cost on a project that is not feasible. in this case that is being borne by the warriors and not subject to reimbursement from the proposal and staff cost and ceqa costs. sorry let me go back. fiscal feasibility has five components which are listed here. so the summary of the fiscal feasibility analysis findings is that the project would generate direct and indirect economic benefits of about $19 million annually and $53,000,000.01 time in city fees. the visitors spending is approximately $60 million a year and there would be 2600 construction jobs and 1700 permanent jobs and those jobs are job year equivalent that created -- construction jobs during the three year construction time frame and those are permanent ongoing jobs that would be supported by the project. project funding we just described the basic structure. okay. for the operation and maintenance cost -- the warriors are going to assume all responsibility for the costs associated with sea wall lot 330 and pier 30-32 and a

[applause] >> i graduated from the university of california berkeley with a degree in civil engineering. i started with the department of public works in 1984. in 2003, i was asked to come to san francisco public utilities commission to take the meat on the program. i'm responsible for all the large capital projects for water, waste water, and power. it's about $12 billion of capital projects. we have a lot of projects. our water system improvement program, 80 products that span seven counties. we have a staff of about 400 city employees and about 500 consultants. puc is really embracing technology. we wanted to make sure we really had a system that would elevate all issues so we could address them in a timely manner. as you know, time is money. we have a construction management information system. it is a great tool to help us address construction and make it successful, as it is today. cmis is one of the f
years where struggle and just representing people who wanted to make the city much more equality bent was where i felt. and i feel today that if mayor moscone and harvey milk were here, they'd be pretty proud of what we've been able to accomplish in those years. seeing how mayor brown became mayor and my lucky charm of being now the first asian mayor of the city, understanding -- thank you. by our climate change ordinances and our plan to be updated and the sf puc plan and the city set forth aggressive greenhouse gas reduction targets. san francisco emissions come from a variety of sources, but electricity is about 25% of that, so it's one of the largest areas for reduction in the city. san francisco's electricity supply is actually quite clean to the national average. we are 41% renewable if you include hydro electric power and hetch hetchy and pg&e hydro generation, but the goal as set out by mayor newsom is to become 100% renewable and we have a task force comprised of leaders and community and stakeholders, environmental ngo's and the local utilities and relevant city departments. the task force met for 18 months monthly to discuss issues with renewable energy development for the city and the was to do this goal within 10 years so we looked at barriers and technical opportunities, financial aspects and of course public education and awareness, and ultimately outlined recommendations around three areas, energy efficiency and utility generation and the course identif

[applause] . absolutely. our innovative green building policies ensure while the city's population and economy continue to grow we are decreasing our carbon emissions and achieve a sustainable environment. for instance this requires all new buildings designed to meet the gas reduction goals. that means more than 6 million square feet of commercial space and 11,000 housing units all in the development pipeline have been designed using these principles. [applause] in fact san francisco was recently recognized by the world green building council as having
